It came into force in February 2025 and aims to harmonise and strengthen European Union <b>packaging and packaging waste management<\/b> requirements.<\/p>\n<p class=\"p1\">The implementation of the PPWR will be a major turning point for the cosmetics sector; it enforces a whole new set of design, recyclability and consumer information requirements. Let&#8217;s take look at the impacts on the sector.<\/p>\n<h5 class=\"p1\"><b>Application schedule<\/b><\/h5>\n<p class=\"p1\">Whilst the PPWR came into force in February 2025, it\u2019s effective application is actually set for <b>August 2026<\/b> at the earliest. By then, a number of delegated and executive decrees will be published to provide concrete compliance measures.<\/p>\n<h5 class=\"p1\"><b>Who is concerned?<\/b><\/h5>\n<p class=\"p1\">This regulation applies to <b>all packaging<\/b> used on the European market, regardless of whether it is primary, secondary, grouped or specifically for shipping or e-commerce.<\/p>\n<p class=\"p1\">It concerns <b>all of the materials used<\/b> in the manufacture of packaging.<\/p>\n<p class=\"p1\">It will have an impact on <b>all of the parties involved<\/b> in the chain: manufacturers, importers and distributors; which means everyone who introduces packaging and\/or packaged products onto the market, as well as the Member States themselves.<\/p>\n<p class=\"p1\"><b>The main objectives of the PPWR<\/b><\/p>\n<p class=\"p1\">This new regulation seeks to:<\/p>\n<p class=\"p1\"><span class=\"s1\">\u2714<\/span> <b>Reduce packaging waste<\/b> by decreasing packaging volume and weight.<\/p>\n<p class=\"p1\"><span class=\"s1\">\u2714<\/span> <b>Increase the proportion of recycled matter<\/b> in packaging.<\/p>\n<p class=\"p1\"><span class=\"s1\">\u2714<\/span> <b>Harmonise requirements<\/b> across all Member States.<\/p>\n<p class=\"p1\"><span class=\"s1\">\u2714<\/span> <b>Accelerate transition towards a circular economy<\/b>, by limiting the environmental impact of packaging.<\/p>\n<h5 class=\"p1\"><b> What obligations will be in place for cosmetic product packaging ?\u00a0<\/b><\/h5>\n<ul class=\"ul1\">\n<li class=\"li1\"><b>Less packaging and waste<\/b><\/li>\n<\/ul>\n<p>Optimisation of packaging <b>volume and weight<\/b>. (clause 10)<\/p>\n<p>Limitation of <b>unused space<\/b> by at least <b>50%<\/b>. (clause 24)<\/p>\n<ul class=\"ul2\">\n<li class=\"li1\"><b>Banned formats<\/b>, notably single use packaging in the hotel-trade. (clause 25)<\/li>\n<\/ul>\n<ul class=\"ul1\">\n<li class=\"li1\"><b>Greater recyclability<\/b><\/li>\n<\/ul>\n<p>Packaging must be designed to promote the recycling of materials (clause 6)<\/p>\n<p>Implementation of <b>recycled materials objectives<\/b> to be attained.<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\"><b>Incorporation of recycled plastic<\/b><\/li>\n<\/ul>\n<p>Definition of minimum percentages of recycled plastic to be integrated into packaging. (clause 7)<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\"><b>Framework for substances present<\/b><\/li>\n<\/ul>\n<p>Reduction of substances that raise concerns in packaging materials. (clause 5)<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\"><b>Coherent labelling<\/b><\/li>\n<\/ul>\n<p>Obligation to indicate the packaging <b>material <\/b>rather than the sorting method. (clauses 12 and 13)<\/p>\n<p>Label language must be appropriate for the country of sale\/use. (clause 12)<\/p>\n<p>Specific indications for <b>reusable<\/b> packaging. (clause 12)<\/p>\n<p class=\"p1\">It should be noted that any national requirements must not be contrary to those of the PPWR and Member States will therefore not have the right to forbid\/restrict the marketing of PPWR compliant packaging.
