{"id":2584,"date":"2026-05-22T16:47:09","date_gmt":"2026-05-22T14:47:09","guid":{"rendered":"https:\/\/clearorg.eu\/?p=2584"},"modified":"2026-05-22T16:47:09","modified_gmt":"2026-05-22T14:47:09","slug":"canada-cosmetics-regulatory-changes-2026","status":"publish","type":"post","link":"https:\/\/clearorg.eu\/en\/canada-cosmetics-regulatory-changes-2026\/","title":{"rendered":"Selling Cosmetic Products in Canada: Regulatory Changes to Anticipate"},"content":{"rendered":"<p>Canadian cosmetics are governed by both the <strong>Food and Drugs Act<\/strong> and the <strong>Cosmetic Regulations<\/strong>, which aim to ensure consumer safety.<\/p>\n<p>Driven by Health Canada, the regulatory framework has gradually strengthened, particularly following amendment <a href=\"https:\/\/gazette.gc.ca\/rp-pr\/p2\/2024\/2024-04-24\/html\/sor-dors63-eng.html\"><strong>SOR\/2024-63<\/strong><\/a>, placing greater emphasis on ingredient transparency, optimization of the notification procedure, and enhanced product safety and oversight.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h5 style=\"text-align: center;\">CLEAR takes a closer look at the most recent developments.<\/h5>\n<p><strong>\u00a0<\/strong><\/p>\n<h5>Update to the Cosmetic Notification Form<\/h5>\n<p>Since 2024, the cosmetic notification system has been strengthened to improve the quality and traceability of product information submitted to <strong>Health Canada<\/strong>. This notification (<strong>CNF \u2013 Cosmetic Notification Form<\/strong>) must be submitted within <strong>10 days following the product\u2019s first placement <\/strong>on the Canadian market.<\/p>\n<p>Several changes have been introduced:<\/p>\n<ul>\n<li><strong> Appointment of a Responsible Person<\/strong><\/li>\n<\/ul>\n<p>Brands must appoint a Responsible Person in Canada (<strong>local contact or address<\/strong>). Acting as a key local representative, this contact locally represents the non-Canadian manufacturer and contractually defines their responsibilities.<\/p>\n<ul>\n<li><strong> Product Classification<\/strong><\/li>\n<\/ul>\n<p>A distinction must now be made between <strong>rinse-off<\/strong> cosmetic products and <strong>leave-on<\/strong> cosmetic products.<\/p>\n<ul>\n<li><strong> Ingredient Identification<\/strong><\/li>\n<\/ul>\n<p>The composition of cosmetic products must be declared with <strong>greater precision<\/strong>, using INCI nomenclature or, where not applicable, an appropriate chemical designation.<\/p>\n<ul>\n<li><strong> Amendment to the Concentration Range Table<\/strong><\/li>\n<\/ul>\n<p>Each ingredient must be declared either with its exact concentration or according to a concentration range. The number of<strong> concentration ranges has been expanded<\/strong> from 7 to 13, to improve the accuracy of information relating to product composition.<\/p>\n<p>&nbsp;<\/p>\n<h5>New Allergen Labelling Requirements : A Structural Change<\/h5>\n<p>Since <strong>12 April 2026<\/strong>, the initial 24 fragrance allergens must be indicated on product labels when their concentration exceeds 0.01% in rinse-off products and 0.001% in leave-on products.<\/p>\n<p>As of <strong>1 August 2026<\/strong>, the number of allergens subject to declaration will increase from <strong>24 to 81 for new products<\/strong>.
